Seven Hills Hospital, which is built on BMC land, has refused to give medicines to poor patients from the civic quota, but demands 30% commercial exploitation nonetheless. The management has written a letter to the state's urban development department seeking concessions. The UD department has asked the BMC to prepare a detailed feasibility report and send it to the state.
The demand from the hospital may create another controversy as it did not sign a Memorandum of Understanding with the civic administration.
Seven Hills hospital in Andheri, was constructed under the Public Private Participation Programme (PPPP) model with the Brihanmumbai Municipal Corporation (BMC). In their letter to the UD department, the hospital management has cited that the hospital is run by a Visakhapattanam-based healthcare institution serving people for last 25 years, which has an ISO certification and is accredited by NABH and ICRA.
The hospital will spend almost Rs150 crore for its operation and maintenance and Rs100 crore for servicing annually. It is necessary exploit the area of the hospital commercially for better cash flow, Dr Jitendra Das Maganti, chairman and Managing Director of the hospital has cited in the letter. He also mentions that the state government has a provision to use 15% of land for commercial purposes, but it is applicable for educational institutions. On the same ground, the UD can direct the BMC to allow the hospital to exploit 30% of the area commercially.
Dr Maganti also requested the UD department to amend the development control regulation 33(2), to allow 30% of the total built-up area permissible to medical institutions with an ISO certification.
The UD department of the state government had come with a report and drafted an agreement which the hospital and the civic body will have to abide by. But the BMC laid down seven conditions in the agreement which the hospital is not ready to accept. According to the report, the hospital administration had to reserve 20% beds for poor patients in every department. In addition, the report makes the hospital authorities liable to distribute medicines to poor patients at a subsidised rate. Under the medical schedule of the civic-run hospitals, the civic administration will issue rate contracts for the medicines and the expenses will be borne by the hospital administration. However, Seven Hills hospital was not ready to accept the same.
"They are ready to reserve 20% beds for the poor patients, but have not agreed to distribution of free medicines. This is very unfair with the poor patients," said Dr Sanjay Oak, dean KEM hospital.
Rahul Shewale, chairman standing committee said, "We will not accept the demand. They have to provide free medicines to the poor, like others civic hospitals." "They have received free land from the BMC. The hospital is owned by the BMC. They have to accept the terms involved," he said.
